Kinship Care
Kinship care is the provision of full-time nurturing and protection of children by adults other than parents who have a family bond with the children. Most of the time, this nurturing and protection is provided by grandparents when original families are torn apart by substance abuse, incarceration, death, mental and physical illness or child abuse and neglect.
In response to the growing numbers of these kinship care families, state legislatures, public and private agencies, and grassroots coalitions in Ohio and across the country, have begun to expand services and supports for children living with kin inside and outside of the foster care system.
Kinship Care and Ohio's Foster Care System
Preference for kinship placements: state policy requires that relatives (kin) be considered first when an out-of-home placement is sought for a child who is a ward of the state.
Licensing for Kinship Foster Parents
There is no separate licensing program for kinship foster parents. Relatives have to meet the same licensing standards as non-relative foster parents. They also receive the same foster care payment rate as non-relative foster parents.

HB 130 Grandparent Power of Attorney and Caregiver Affidavit forms
HB 130 created legal documentation to assist Grandparent Caregivers that have physical custody of their grandchildren, but not judicially awarded custody. When properly completed, notarized and filed with the court, these forms will assist grandparents in enrolling grandchildren in school and participating as the parent; accessing routine and emergency medical and dental care.
Power of Attorney forms: For grandparents whose children are authorizing the grandparent's power of attorney for their grandchild.
Caregiver Authorization Affidavit forms: For grandparents caring for their grandchildren who are unable to locate the child's parent or parent's.

National Family Caregiver Support Program (Ohio Department of Agining)

National Family Caregiver Support Program
Through Title III of the Older Americans Act, the National Family Caregiver Support Program (NFCSP) provides direct help to eligible family and informal caregivers. In southwestern Ohio, Council on Aging combines resources from NFCSP with other local programs to provide assistance to as many caregivers as possible.
Types of assistance that may be provided through this program include:
- Information to caregivers about available services
- Assistance to caregivers in gaining access to services
- Counseling/Education/Training
- Respite care*
- Supplemental services -- additional services and supports needed to help people stay independent in their homes (limited)*
*The care recipient must meet specific criteria.
Eligibility
- Family caregivers (of any age), of a person with Alzheimer`s disease or a related dementia may be served regardless of the age of the person with dementia
- Grandparents and other relative caregivers providing care to children (under age 18 years) may receive services at 55 years of age and older
- Grandparent or relative caregivers (age 55 and older) who provide care for adult children (ages 19--59) with a disability

Caring for a loved one can be hard work. However, the National Family Caregivers Association says that people who recognize themselves as caregivers are more proactive, engaged and confident. As a result, they provide better care and are able to do so longer, even as their loved one's care needs increase. Caregivers who access and use support services also report fewer negative emotions, such as depression, anxiety and anger. By seeking and accepting help, along with planning for the future, you can provide the care your loved one deserves while also making sure your needs are taken care of.
Through the National Family Caregiver Support Program, your area agency on aging and other local providers are ready to assist you with supports that may include:
- Training, resources, information and support groups;
- Respite care, adult day and medical alert services;
- Personal care, chore services and home delivered meals;
- Yard work and home repairs;
- Durable medical equipment and home modifications; and
- More.

The Office of Families and Children is responsible for state level administration and oversight of programs that prevent child abuse and neglect; provide services to abused/neglected children and their families (birth, foster and adoptive); license foster homes and residential facilities; license child care homes and facilities; and investigate allegations of adult abuse, neglect and exploitation.
Ohio operates in a state supervised, county administered system; therefore, the Ohio Department of Job and Family Services, through the Office of Families and Children, oversees program implementation by developing policies and procedures to guide county agencies in program and service delivery. The Office of Families and Children provides technical assistance to county agencies and we monitor program implementation for compliance with federal and state laws, rules and policies
Child welfare services (e.g. child protection, foster and kinship care, adoption, independent living) are provided by 88 public children services agencies which provide direct services to children and families. The public children services agencies were created by Ohio law and the structure of each is determined at the local level. Fifty-five (55) public children services agencies are located within the administrative body of the county departments of job and family services and 33 are separate children services boards.
