Home First Testimony
This video, produced by the Ohio Association of Area Agencies on Aging, includes testimony from older adults across the state of Ohio who are accessing home and community-based services through their Area Agency on Aging. These services enable them to remain safe and independent in their homes and communities, preventing unnecessary placement in a nursing home.
State budget cuts in 2009 created waiting lists for some of Ohio's in-home care programs, leaving many with no choice but to go to a nursing facility. For those who do have to go to a nursing facility because of waiting lists for home care programs, an Ohio Law called Home First can help them move out, bypass the waiting list, and enroll in programs to receive care in their homes and communities.
In the spring of 2010, both the Ohio House and Senate unanimously passed a new law, Enhanced Home First, which allows more frail seniors at imminent risk of nursing home placement to access in-home and assisted living services instead - preventing the unnecessary and often traumatic step of having to first go to a nursing facility.

COALA Home Health Aide Training Program
Home care is a compassionate and cost-effective way to prevent unnecessary institutionalization for our community's elderly. People increasingly want to choose where they will live as they age. While in-home care is growing in popularity, many family caregivers are unable to provide the level of care their loved one needs, and home-care agencies have struggled to hire and retain qualified employees. To help meet this need, Council on Aging offers a program that trains qualified, caring home health aides and matches them with area agencies that provide in-home care to seniors in Butler, Clermont, Clinton, Hamilton and Warren counties. The COALA Home Health Aide Training program can open doors to a productive, rewarding and life-changing career in home health care. This video includes interviews with the program's creators, instructors, students and graduates.
